Participants implemented the ground breaking activity at the event for projects of 500kV T/L line 3
Participating the ground breaking ceremony is Mr. Trinh Dinh Dung – Member of the Central Executive Committee, Deputy Prime Minister; leaders representative from the Central agencies, and localities; Leaders of EVN; other companies in Power sector; representatives from the governmental levels, unions, people in Dai Quang commune, Dai Loc district; construction units, design consultant, supervision consultant, and Central and localities Press agencies.
According to EVN’s calculation on national power balance, based on the basic option in period 2017-2020, the Northern and Central region power system always affirm power supply for the loads including contingency. However, it is impossible for the South to balance the demand - supply itself, the un-balance power output in the South by itself annually is below 35% total demand. Therefore, the South usually receives power from the North and the Central region via the North – South T/L system with the demand of approximately 15 billion kWh in 2017 and will be increased to 21 billion kWh in 2019.
However, the power transmission capacity to the South only meets 18.5 billion kWh/an (reaching the North – South transmission limit). Therefore, the present urgent solution is constructing promptly the 500kV Vung Ang – Doc Soi - Pleiku 2 T/L to enhance the power transmission line capacity from the Central to the South with the output of about 5 billion kWh/an.
Chairman of EVN – Mr. Duong Quang Thanh said the projects are expected to be put into operation since mid-2020 to assure supplying power for the South.
For such urgent task, the Prime Minister agreed to adjust the construction schedule for double line 500kV Quang Trach – Vung Ang, Quang Trach – Doc Soi, Doc Soi – Pleiku 2 T/Ls, the expected time schedule in stage 2021 – 2030 shall be 5 years earlier than before, i.e, to be implemented in stage 2016 - 2020. Addressing at the ground breaking ceremony, the Deputy Prime Minister Trinh Dinh Dung said: “On completion, the project shall enhance the transmission capacity, contributing to the regulation, ensuring sufficient power supply for production and living acitivities of people at various areas, regions, especially in the Southern area. Besides, it contributes the production and transmission optimization in operation of the National Grid, ensuring energy security, safety”. The T/L line 3 shall enhance the system connection and optimize production, transmission in the National Power System via the 500kV power grid.

Total investment for entire all projects is more than 11949 billion VND, it is expected the construction time of all above mentioned projects to be about 20 months and struggle for completion aiming at operation in mid 2020.
Overall scale of 500kV T/L line 3 projects
- Going across 9 provinces/ cities: Ha Tinh, Quang Binh, Quang Tri, Thua Thien – Hue, Da Nang city, Quang Nam, Quang Ngai, Kon Tum, Gia Lai
- Newly construction of approximately 742km double- line 500kV T/L
- Newly construction of 8 500kV feeders in the switchyard of Quang Trach Power Centre
- Expansion of some 500kV feeders in 500kV Vung Ang, Doc Soi, Pleiku 2 substations.
- Newly construction of 3 optical repeating substations and 3 operation management buildings for the power transmission team.
PECC1’s assigments:
+ Investigate for preparation of Technical Design, Construction Drawing, extracting cadastral measurement for the site clearance document preparation: PECC1 is in charged for the transmission line section running through Quang Tri province (about 83km).
+ Prepare the Technical Design – Total Cost Estimates, Construction Drawing Design: in charge and take responsibility for the design of about 83km, for the section in Quang Tri province (G39-G54). The lines go across Vinh Linh, Gio Linh, Cam Lo, Dong Ha city, Trieu Phong district, Quang Tri town and Hai Lang district. Totally there’re 197 locations of foundations, towers.
+ Undertake the environmental observation in the construction stage according to the approved environmental impact assessment report.
+ In charge of the general design assigned for the project: designing single tension tower with tensioned angle up to 25° and phase reverse tower.
