The signing ceremony was attended by representatives of the parties including: Mr. Nguyen Van Thanh - Director of PMB2, Mr. Nguyen Huu Chinh - General Director of PECC1, and Mr. Lac Thai Phuoc - General Director of PECC3. Also present at the event were members of the Board of Directors and delegates representing the participating parties.
The Quang Trach II TPP Project is invested in Quang Dong commune, Quang Trach district, Quang Binh province. The PMB2 was assigned by Vietnam Electricity to represent the Investor in project management. The scale of investment and construction of the project includes the construction of two units using LNG, with a total capacity of 1,500 MW.
✅ In this project, the Consortium of the Contractors PECC1 and PECC3 provides the following services:
- Investigation consulting and preparation of Feasibility Study Report;
- Preparation of Specialized Reports;
- Preparation of Environmental Impact Assessment Report;
The completion of the contractor selection procedure and the contract signing for Package 06 (TV06-QTII) are of particular importance in the implementation of the project, ensuring progress according to the investment principle approved by the Prime Minister, in accordance with the approved Master Power Plan VIII.
PECC1’S ROLE AND CAPABILITY IN THE FIELD OF GAS-FIRED POWER
Master Power Plan VIII aims to expand electricity production, especially gas-fired power, with a total capacity of 23 projects reaching 30,424 MW by 2030. Of which, 7,900 MW comes from domestic gas and 22,524 MW from liquefied natural gas (LNG). Big projects at O Mon Power Center using gas Lot B and LNG power projects are being drastically implemented, creating a remarkable workload for power consultants, especially in project management and supervision of EPC contracts.

TYPICAL GAS-FIRED PROJECTS PEFORMED BY PECC1
- PECC1 is the first company preparing Technical Design for LNG projects in accordance with new regulations i.e. Nhon Trach 3 and Nhon Trach 4 TPPs which are currently preparing for their first firing.
- We prepared Site Planning, Investment Proposals for the entire Cluster of Combined Cycle Gas Turbine (CCGT) Power Plant and LNG terminal for Quang Ninh LNG Power Plant; Prepared Pre-feasibility study (Pre FS) and Feasibility study (FS) for O Mon II TPP, prepared FS for 1,500 MW Quang Trach II LNG TPP.
- PECC1 provides review services for most recent thermal power plant projects such as: Long An 1 and Long An 2 CCGT TPPs (FS), Son My 1 CCGT TPP (FS), O Mon IV TPP (FS), Dung Quat II CCGT TPP (FS), Dung Quat 1 CCGT TPP (FS), Nhon Trach 3 and Nhon Trach 4 TPPs (Pre FS and FS), Technical Design for Quang Trach I TPP and so on.
- We also prepared FS Reports for Cong Thanh LNG TPP, Hai Lang LNG TPP - Phase 1, Dung Quat III LNG TPP and a wide range of other projects.
