Inauguration of the 500 kV transmission line, circuit 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen)

On the morning of August 29th, 2024, in Thanh Hoa, Mr. Nguyen Huu Chinh - General Director of EVNPECC1 and the Company's leadership delegation attended the Inauguration Ceremony of the 500 kV transmission line circuit 3 project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).

The event was organized by the Vietnam Electricity (EVN), the National Power Transmission Corporation (EVNNPT) in a live and online format with the main place taking place at the 500kV Pho Noi substation (Hung Yen), connecting online to 8 places in 8 provinces where the project passes through.

The 500kV Quang Trach-Pho Noi transmission line, circuit 3 project is a key, urgent, large-scaled project with a total length of 519 km, 02 circuits with 1,177 tower locations, and a total investment of more than 22,300 billion VND (nearly 1 billion USD). The volume of earth and rock excavation was more than 2.5 million m3, using more than 705,000 m3 concrete, nearly 70,000 tons of reinforcement for foundation; the total volume of steel tower erection was 139,000 tons; stringing a total of nearly 14,000 km of various conductors types.

The project is of great significance in increasing the power transmission capacity through the 500kV system from the Centre to the North with a present capacity of 2,500 MW to 5,000 MW, improving the stability of the power system operation, increasing power supply to the North in 2025 and the following years, reducing the risk of full load and overload of existing 500kV transmission lines and substations, contributing to the national energy security.

The project implementation process encountered much difficulties and major challenges, however, with a new mindset, method, and approach compared to the previous way of doing things, the project has "turned nothing into something, turned difficult into easy, turned impossible into possible"; "The project was completed in just over 6 months, while still ensuring the project quality in terms of technical and aesthetic aspects, safety, and environmental sanitation, etc." - according to the Prime Minister Pham Minh Chinh. This is unprecedented with previous 500 kV transmission line construction projects, as it is estimated that projects of similar scale and volume must be implemented within 3 to 4 years.

With the spirit of "All for the 500kV transmission line circuit 3", PECC1 engineers participating in the project have closely and effectively coordinated with local authorities, agencies inside and outside the power sector, focused on maximum human resources and machinery, promoted the spirit of self-awareness, responsibility and urgency. The Company's General Directors Board always closely followed and promptly encouraged the investigation and design staffs to carry out overtime work, regardless of the harsh weather, working "3 shifts, 4 teams", supporting each other, determined to complete the project on schedule. PECC1 team is always proactive and ready with appropriate solutions to respond to unusual external impacts which directly affect the construction process such as weather, etc., organize the acceptance of construction steps, promptly handle problems during the implementation process with the coordination of all agencies including the Client, Project Management Board, Supervisory Consultant, and Construction Contractor to meet the schedule and quality of the project.

PECC1's predecessors have made a historical mark with the 500kV North-South transmission line circuit 1, contributing greatly to the development of the national power system. Today, inheriting such glorious tradition, the young generation of PECC1 engineers continues to promote it by taking the main design consultancy for the important sections of the 500kV Quang Trach-Pho Noi transmission line, circuit 3, contributing significantly to the prompt construction and consequently, completion of the work volume, the investment scale doubled, tripled with the high technical requirements and complexity of the project, demonstrating the commitment and spirit of creativity, mastering science in building the modern energy infrastructure. This inheritance and innovation not only continues previous successes but also shapes a sustainable future for the development of PECC1.

  • EVNPECC1 is one among the main consulting units of the project with the following tasks:

*, At 02 sections of the Circuit 3 project including: 500kV Quang Trach - Quynh Luu transmission line; 500kV Quynh Luu - Thanh Hoa transmission line, PECC1 undertakes the following tasks:

- Construction Investigation;

- Preparation of Technical Design – Cost Estimates;

- Preparation of Construction Drawing and specialized agreements;

- Application of information model (BIM);

- Measurement, preparation of cadastral maps, extraction, cadastral extraction, measurements of land plots to serve the site clearance.

*, The company performs the review consulting work for the 500kV Nam Dinh 1 - Pho Noi transmission line.

With the completion of 4 sections of the 500kV transmission line, circuit 3 project from Quang Trach to Pho Noi, the Vietnamese power sector has completed the construction and put into operation 4 circuits of 500kV power transmission lines from North to South with each line length of more than 1,500km, making an important contribution to ensuring national energy security, serving socio-economic development and national defense and security.
