The plant has an installed capacity of 250 MW, including two units (125 MW x 2), with a total investment of 311 million USD; adopts vertical shaft Francis turbine with the average annual power output of the plant of about 1 billion kWh. Of which, 90% of the output is exported to Vietnam and 10% of the output serves the domestic consumption demand of Laos.

Aware of the significance and importance of the project, PECC1’s engineers have tried our best to find solutions to create the most favorable conditions to meet the investor's requirements and ensured the project schedule in the context of the complicated Covid-19 pandemic. As the geological condition at the project location is complicated, the soil layer in various areas is over 100m thick, involved parties have agreed on a plan to construct a new penstock section with a total length of 876.58m. Technical design documents of the penstock and upstream excavated slope treatment plan of Xekaman 3 HPP were prepared by PECC1’s engineers in compliance with international standards and solutions, including solutions for tunneling in the ground in areas as complicated as above-mentioned description with the biggest face of 8m in diameter. The technical design documents of PECC1 have been approved and highly agreed by consulting units of the Investor, independent consultant of the Lao government as well as of the Department of Energy Management, Ministry of Energy and Mine, Laos.

Xekaman 3 HPP is the starting project for the electric energy cooperation program between the Vietnamese and Lao Governments. Up to now, electricity from a variety of hydropower plants in Laos have been exported to Vietnam, co-invested by Vietnamese and Lao investors such as Xekaman 1 HPP (290MW), Xekaman SanXay HPP (32MW), and Nam Sak hydropower cluster (265MW) and so on. It is expected by EVN to buy 1.491 billion kWh of electricity from Laos under the agreement on bilateral cooperation between Vietnam and Laos. Accordingly, EVN has signed PPAs for Nam Kong 2 HPP (66MW), Nam Kong 3 HPP (54MW) and Nam Emoun (129MW) HPP.
