Up to now, the Company has been involved in all phases from site survey to development of planning reports, pre-feasibility study (pre-FS) reports, feasibility study (FS) reports and technical design, construction drawings, and also act as the project management consultant and EPC contract implementation supervisor as well as construction supervisor of various thermal power projects. PECC1 not only provides services for new projects but also participates in rehabilitation of the operating thermal power plants.

Competence for Management and Supervision in Implementation of EPC Contracts for Thermal Power Projects

Mr. Nguyen Tai Anh – Vice General Director of Vietnam Electricity (EVN), Chairman of PECC1’s Management Board said: The project management consultancy and EPC contract supervision for power projects are very important and can bring significant efficiency for the project if the project management and supervision consultant has sufficient competence, experience and high responsibility. According to the experts’ experienced estimation, "One dong (VND 1.00) for consulting cost will bring from VND4.00 to VND10.00 of savings for the Investor".

Mr. Nguyen Tai Anh emphasized: "The important thing in project management consultancy and supervision of EPC contracts implementation is to ensure absolute safety, assuring quality and progress schedule of the project within acceptable cost capability. Safety failure, poor quality and delay in progress will result in cost increase, wasting at investment opportunities as well as failure to meet the project time schedule in supplying electricity for economic development which will lead to many other negative consequences". For PECC1, this is an important goal to heading to ensure investment efficiency and bringing benefits for Clients.

In some thermal power projects, PECC1 has implemented the specified criteria and achieved outstanding results such as:

  • In the project in Quang Ninh province, PECC1 negotiated with the EPC contractor to reduce millions of USD in commercial costs, and requested the provision of replaced equipment and spare parts and recovery of old equipment, bringing significant benefits to the Investor.
  • In another project with modest consulting contract value, PECC1 helped the Investor clarifying arising requirements with the EPC contractor, leading to the Contractor having to supplement the design, constructing additional works at the contractor's expenses, replacement of unsatisfactory equipment, providing spare parts, helping to reduce millions of USD in costs for the Investor.
  • PECC1 also revived a stalled project due to the EPC contractor's refusal, bringing the plant to completion and stable operation with low cost, saving tens of billions of VND for the Investor while still ensuring safety and efficiency.

At Quang Trach I Thermal Power Plant, PECC1 performed Review of Technical Design, Construction Drawings, Supervision Consulting, and Contract Management Consulting.

Project management consultancy and implementation supervision of EPC contract in the coming period

The Power Master Plan VIII aims to expand power generation, especially gas-fired power, with a total capacity of 23 projects reaching 30,424 MW by 2030. Of which, 7,900 MW will come from domestic gas and 22,524 MW from liquefied natural gas (LNG). Big scaled projects at the O Mon Power Center using gas from Block B and LNG power projects are being vigorously implemented, creating a large amount of work for electric power consultants, especially in project management and EPC contract supervision. At the same time, the coal-fired thermal power industry is being expanded with the goal of reaching 30,127 MW by 2030 and stopping the use of coal by 2050. Project management and supervision are the core factors to ensure progress schedule and quality of large scaled thermal power projects such as Na Duong II, An Khanh - Bac Giang, Vung Ang 2, Quang Trach I, and Long Phu I.

Management and monitoring tools

PECC1 provides a full range of consulting services, including management and supervision consulting for EPC contract implementation. To successfully manage a thermal power project, the Company applies support tools such as project management software (Microsoft Project, Primavera P6), simulation tools, etc. PECC1 is also prepared to face with challenges during implementation process such as thermal power projects are often large-scale, long implementation periods, high risks and large investment capital requirement by accumulating in-depth knowledge and management skills to ensure that projects are successfully implemented, bringing economic and social benefits.

Some thermal power projects implemented by PECC1:

• Technical Design (TD) consulting for coal-fired thermal power plants (TPPs): 2x300 MW Uong Bi 1, 2; 4x300 MW Quang Ninh 1, 2; 2x300 MW Cam Pha 1, 2; 2x500 MW Mong Duong I and various other projects.

• PECC1 is the first consulting company to perform technical design for foreign EPC contractors such as Marubeni at 2x300 MW Thai Binh 2; 2x600 MW Nghi Son II, 2x600 MW Vung Ang Iithermal power plants.

• PECC1 is the first consulting company preparing Technical Design for LNG power projects in compliance with new regulations, i.e. Nhon Trach 3 and Nhon Trach 4 thermal power plants, which are currently be ready for the first firing.

• Preparation of planning, investment proposals and preparation of investment project report for the combined cycle gas turbine (CCGT) power plant cluster and LNG terminal, Quang Ninh LNG power plant. Provision of Pre-Feasibility Study (Pre FS) and Feasibility Study (FS) services for O Mon II TPP, FS preparation for 1500 MW Quang Trach II LNG TPP.

• PECC1 provides review services for most recent thermal power projects such as: Technical Design review of Van Phong TPP, Long An 1 and Long An 2 CCGT TPPs (FS), FS review of Son My 1 TPP, FS review of O Mon IV TPP, FS review of Dung Quat II CCGT TPP, Pre-FS review of Central Region I, II TPPs, FS review of Dung Quat 1 TPP, Pre FS and FS review of Nhon Trach 3 and Nhon Trach 4 TPPs (Pre FS and FS phases), TD review of Quang Trach I TPP, and so on.

• Site selection and FS preparation for 2x600 MW Vung Ang I TPP, the first big coal-fired power plant operating steadily in Vietnam. The company has completed the FEED design for 2x600 MW Thai Binh 2 TPP, and many other projects.

• Provision of consulting services for Investor’s Project Management: 2x300 MW Thai Binh TPP, 2x300 MW Quang Ninh 2 TPP, 2x600 MW Vung Ang 2 TPP, 2x700 MW Quang Trach I TPP and many other renewable energy plants.
