This project’s objectives are to transmit power from the Monsoon wind power plant and other hydropower sources from Laos to the 500kV Thanh My Substation (Quang Nam Province); in which, the Monsoon wind power project with a total output of 600MW is built in the Southeast of Laos, about 22km far from the Laos - Vietnam border, with the target of commercial operation (COD) in the second quarter of 2025. Vietnam Electricity is assigned by the Prime Minister as the Investor of the project with a total investment of more than 1,100 billion VND.
Accordingly, the Monsoon wind power project is connected to the Vietnamese power system with a total length of 65km. To serve the connection of this project, the scope of work within Vietnam territory covers 2 projects: the 500kV Monsoon - Thanh My transmission line in Vietnam (with a length of 44.71 km (double circuit) including 90 towers) and the expansion and rehabilitation project of the existing 500kV Thanh My substation. Upon completion and being put into operation, the project will be able to transmit a maximum output of up to about 2,500 MW, contributing to improving the operational capacity of the national power system through importing electricity from Laos. However, according to the power purchase agreement (PPA), the transmission line will receive imported electricity from the Lao wind power source with an output of 600 MW with an expected average annual electricity capacity of about 1.7 billion kWh in the coming time.
The construction of the 500kV Monsoon – Thanh My transmission line project (the section within Vietnam territory) has realized the bilateral commitment on cooperation between the Governments of the Socialist Republic of Vietnam and the Lao People’s Democratic Republic in the field of energy system development.
In this project, PECC1 is responsible for implementing the following tasks:
• Consulting survey for the preparation of the Feasibility Study Report;
• Preparing EIA and specialized reports.
• Performing topography, geology, hydrometeorology survey for the preparation of the Technical Design and Construction Drawing Design;
• Preparing the Technical Design, Construction Drawing Design and Total Estimate;
• Preparing Total Estimate for construction packages;
• Preparing Bidding documents, evaluating Bids for the package of material supply and construction of the transmission line;
• Supervising package No. 16 (XL-03): Construction and installation work (18 towers, from VT54-VT71, about 9.99km long) and package No. 17 (XL-04): Construction and installation work (20 towers, from VT72-VT91, about 10.75km long)
