Ialy Expansion Hydropower Project, invested by Vietnam Electricity, is a national key project, which has been constructed since mid-2021. The Project with a designed capacity of 360MW, including 2 units, is assigned by EVN to the Power Project Management Board No.2 (EVNPMB2) as the Owner’s Representative. Power Engineering Consulting Joint Stock Company 1 (PECC1) is the consulting unit that performs all design phases of the project.
The project was implemented in a difficult context, but with the attention and close direction of EVN, the great efforts of EVNPMB2, the close coordination of EVN's professional departments, Ialy Hydropower Company and consulting units, construction and installation contractors, equipment suppliers, the project was implemented with various creative construction solutions. In particular, the outstanding solution is the simultaneous erection of rotors of Unit 1 and Unit 2, the arrangement of the project site for parallel deployment of 2 units, and the organization of 3 shifts a day, including Saturdays, Sundays and holidays. This is considered the "key" to help speed up the progress of energizing for unit 2 right after energizing for unit 1, 18 days ahead of schedule and about 3 months shorter than usual.
After being put into operation, the project will increase the power generation capacity for the load in the Southern region, especially during peak hours; contribute to improving the operating mode of the power system (increasing the source and peak power of the load curve, increasing flexibility in operation, increasing the reliability and safety coefficient, etc.), thereby contributing to reducing the production costs of the system; maximizing the capacity of the flow by limiting the annual excess discharge, increasing the average annual electricity output value by about 233 million kWh/year. The project also contributes to reducing annual fuel costs, reducing CO2 emissions; reducing the intensity and operating time of existing units, thereby extending the life of the equipment, saving maintenance and repair costs.
Previously, on November 26, 2024, Unit No.1 of the Ialy Expansion Hydropower Project was successfully connected to the national power grid. Next, the 18 days early successful connection of Unit 2 is the result of the continuous efforts of EVNPMB2 and related units, aiming to practically establish achievements to celebrate the 70th anniversary of the Traditional Day of Vietnam Electricity (December 21, 1954 - December 21, 2024).

In this project, PECC1 performs the following tasks:
• Consulting on design of the phases of Pre-feasibility Study; Feasibility Study; Technical Design; Construction Drawings; Project Landscape;
• Design and manufacture of hydro-mechanical equipment;
• Description of foundation pit geology during construction;
• Consulting on monitoring, preparing reports to evaluate monitoring results and construction conditions during construction as well as in cycle 0 and cycle 1.
