Contract signing ceremony for Ialy Extension Hydropower Plant Project

The Signing Ceremony of “Consultancy Services Contract for Investigation, TDR preparation, Selection Construction Contractor and Author’s Supervision” of Ialy Extension Hydropower Plant Project between EVNPMB2 and Power Engineering Consulting Joint Stock Company 1 (PECC1) was held in the afternoon of October 1st, 2019, at the headquarter of Project Management Board 2 (EVNPMB2).

According to Decision No.384/QD-EVN, Ialy Extension Hydropower Plant, owned by Vietnam Electricity (EVN) to be constructed some 400m away from the existing operation Ialy Hydropower Plant (with installed capacity of 720MW), is at Ia Tang commune, Sa Thay district, Kon Tum province. This is a power industrial project ò group A, with design grade I, having the total investment cost of over 6,398,630 billion dong (in which commercial loan without Government Guarantee & Undertaking (GGU) accounts for 70% and capital self-mobilized by the Project Owner accounts for 30%). It is expected that the ground breaking ceremony of Ialy Extension Hydropower Plant will be in the second quarter of 2021; the first unit (180MW) and the second unit (180MW) will be put into operation in the second and third quarter quarters of 2024 , respectively (connecting to North-South 500kV transmission line). The extension of Ialy Hydropower Plant is calculated pertaining to a number of principles i.e. Gathering water in dry season for power generation during peak hours; units of the extension plant having power generated head which is similar to that of the existing units without reducing the water usage efficiency for power generation. The purposes of installation capacity extension of Ialy Hydropower Plant include:

          + Increasing the mobilization capacity for the Southern loads, especially in peak hours. Partly contributing to improve working regime of the power network (increasing power sources and power energy for peak load coverage of the load diagram, increasing the operation flexibility and the factors of reliability and safety, etc.), thereby contributing to partly reduce production cost of the system;

          + Making maximum usage of flow by minimizing the annual surplus discharge, further increasing the average annual power energy value of about 223.60 million kWh/year, partly contributing to the declination in annual fuel cost, the emission of CO2 and the dependence on fossil fuel;

       + Reducing operation intensity of existing units, thereby prolonging equipment lifetime, saving maintenance and repair cost. 

Mr. Nguyen Van Thanh - Director of EVNPMB2 (as the representative of the Project Owner) and Mr. Pham Nguyen Hung - Chairman of the Board of Directors cum General Director of PECC1, together with leaders of professional departments and employees from both sides attended the signing ceremony. Mr. Nguyen Van Thanh summarized the good cooperation process between the two sides and expressed his confidence and appreciation of PECC1’s experience and service quality with regard to consulting and engineering design services for power projects.

This contract plays an important role for the project in terms of schedule, quality as well as strict requirements on social-environmental safety as stipulated by the law. Mr. Pham Nguyen Hung, as the representative of PECC1, would like to express his thankfulness to the Project Owner for entrusting PECC1’s implementation in this package and his pleasure in cooperating with EVNPMB2. On behalf of PECC1’s employees, Mr. Pham Nguyen Hung has committed to the capacity, experience and enthusiasm of the Company, together with the support, cooperation and resources of EVNPMB2, PECC1 will try its best to complete the assignment for the project to be completed on schedule, assuring quality, labor safety and environmental protection, contributing to serving the people and building the country.

Mr. Nguyen Van Thanh also said that EVNPMB2 has prepared all conditions and key resources in order to create favorable conditions for PECC1 to complete the project on schedule. If any problem arises from or is under the responsibility of the Project Owner during contract performance, EVNPMB2 will coordinate with PECC1 to timely resolve the issue in avoidance of giving negative impact to the project schedule.
