In two days 22 and 23/04/2014, The Acceptance Council at basic grade and Acceptance Council at Management Board was organized and came to an agreement that conditional PAC should be granted for unit No.4, Quang Ninh 2 TPP on 16th April 2014 (unit No.3 was granted PAC on 1st January 2014). This is the last unit of Quang Ninh TPP, capacity (4x300 MW) with the Client is Quang Ninh Thermal Power Joint Stock Company; Shanghai Electricity Corporation (SEC) is Contractor; Power Engineering Consulting Joint Stock Company 1 (PECC1) is Main Consultant and Fichtner Vietnam is Sub-Consultant.
Quang Ninh Thermal Power Plant
Quang Ninh 2 thermal power plant project (Quang Ninh 2 TPP) was carried out based on EPC Contract No. 9112005/QNTPJSC-SEC dated 16th November 2006 including 2 units 300MW, the contract has come into effect since 11th June 2007.
Because the financial arrangement for Quang Ninh 2 TPP meets difficulties, thus, in the preliminary stage, the Contractor ararnged very few manpower and stopped construction since September 2009.
On 3rd March 2011, SEC submitted the new negotiation alternative to Quang Ninh Thermal Power Plant Joint Stock Company, under which the PAC granting milestone for unit No.3 and unit No.4 is in August 2012 and December 2012 respectively, enclosing with proposal of increasing more USD34.509 million to Quang Ninh 2 project. After considering and negotiating to July 2011, the Client and SEC Contractor signed an Appendix changing Contract with the value increasing more for Quang Ninh 2 project is USD18.8 million and giving adjusted schedule for new EPC contract. According to newly adjusted schedule grade 2, schedule milestone for granting PAC has been modified as follows:
- PAC unit 3 : 31.12.2012
- PAC unit 4 : 31.05.2013
After long construction time, together with Client’s effort, high professionalism and responsibility from main technical consulting experts (PECC1); Sub-consultant (Fichtner Vietnam) and SEC Contractor, Quang Ninh TPP has completed the acceptance works and handed over to the Client for commercial power exploitation. Units 1 & 2 are under the process to grant final acceptance certificate (FAC); unit 3&4 have been granted provisional acceptance certificate and started the guarantee stage.
In the case of stable power generation, Quang Ninh TPP shall produce about 7.2 billion kWh every year; and generate above 6 billion kWh to the National Grid. This is a big power source, improving remarkably power supply all over the nation because hydropower projects get more and more restricted in power generation.
