History of establishment and development
Established in 1967, the Company's activities are associated with the cause and development process of the Electricity industry in the construction and defense of the Fatherland. During its history, the Company has changed its name as well as its operation model many times and established its sub-institutes and design divisions to adapt to its functions and tasks through each period of establishment and development. On July 1st, 1982, the Company has officially operated under a new organizational model based on the incorporation of the Power Design Institute and the Geological Investigation Company with the name of Power Investigation and Design Company. The Board of Directors then chose the annual July 1st as the anniversary of the Company foundation, marking an important milestone in the development process and opening a new period for all PECC1 employees. To date, it has been 40 years since that memorable milestone. In 2008, the Company officially switched to the equitization model and changed its name as: Power Engineering Consulting Joint Stock Company 1 (PECC1).
From initial starting point as playing the role merely as sub-consultant, supporting foreign consultants, by now, the PECC1 staff have gradually mastered technologies, proved their competence to act as independent consultants and main consultants in power projects in various steps, from project preparation, project implementation to put the project into operation for power Works both locally and in several countries within the region and internationally such as: Laos, Cambodia, Myanmar, Cameroon, Nepal.
So far, the Company has undertaken the role of main consultant in designing of many national key power projects from North to South, from large scaled project of thousands of MW such as Son La HPP to small and medium-scaled hydropower projects; thermal power projects, transmission lines and substations of varioes levels: 500kV, 200kV, 110kV.
PECC1 is the first consulting unit to propose and apply new scientific and state-of artt technologies of the world in designing and construction of power projects such as: Roller compacted concrete (RCC) dam, concrete dam with aggregate size of dmax =150, concrete face rockfilled dam (CFRD), underground powerhouse, compressed air surge shaft, long waterway alignment without surge shaft, GIS substations, 500KV transmisison lines, application of CFB boilers for thermal power plant projects, etc.

Along with the development of the electricity industry, the company's staff is growing with nearly 500 engineers with undergraduate and postgraduate degrees and more than 100 skilled and experienced technical workers with high professional qualifications, capable of taking on and successfully completing the tasks on electricity construction consulting, fulfilling demands of high quality, creativity and urgent schedule such as in 500kV North-South transmission line power grid works, Yali HPP, Son La HPP, Huoi Quang HPP, Pha Lai 2 thermal power plant, Uong Bi thermal power plant, etc.
Along with construction design consultancy, PECC1 engineers always aim to develop a high-quality environmental industry, meeting the strictest standards, bringing the highest socio-economic efficiency in parallel with preserving nature, protecting biodiversity and protecting the living environment of indigenous peoples.
Throughout the development history, PECC1 has always applied new and advanced technology of the world in the fields of investigation and examining engineering diagnostics. The Company has been applying nearly 100 copyrighted specialized modern calculation and design software for automatic designing - drawing, calculation of electrical power systems, hydrologic-hydro energy calculation of river systems, geotechnicals, hydraulic calculation, structure of the Works, engineering geodetics and operational management.
Milestones confirming quality
After each historical milestones, there are strong developments in both quantity and quality, leaving proud marks of a Vietnamese power consulting company in all regions of the country. Works and projects conducted by PECC1 always meet the targeted schedule, with high quality, timely contributing to the supply of power sources for the cause of construction and development of the country.
In particular, the 500kV North - South transmission line - Line 1 designed by the Company was the very first 500kV super-HV alternating current power transmission line Work in Vietnam with a total length of 1,487 km, considered as the backbone of Vietnam's electricity system and is the premise for unifying the power grid of all 3 regions with a voltage level of 500 kV. For this project, the Company was honored to be awarded the Second Class Independent Medal and the First and Second Class Labor Order by the Party and the State in 1994.
The Company is also a leading consulting unit in the field of designing and consulting for coal fired thermal power. PECC1 has for the first time applied CFB boiler technology to Na Duong, Cao Ngan, Cam Pha 1, 2 thermal power plants and especially for Mong Duong 1 thermal power plant project. Currently, the Company is the first to prepare technical design report for all items of LNG projects in Vietnam such as Nhon Trach 3, and 4 thermal powerhouses.
For hydropower projects, PECC1 has continuously received the satisfaction of Employers as well as high appreciation of various Ministries, sectors and international associations which are expressed through awards such as:"Asian Power Award 2013" Gold for Son La Hydropower design; "High Quality Works 2016" award for the category "Design Contractor" granted by the Ministry of Construction and the "Civil Engineering Project Award" of the Asian Construction Coordination Council for Lai Chau hydropower design consultancy; In 2018, the International Association of Consultant Engineers – FIDIC selected and granted awards for the design of Huoi Quang hydropower, the first underground plant designed by PECC1 itself.
Not only that, PECC1 also continuously received honor titles from the Party and State such as: Hero of Labor of the Renovation Period (2005), 01 Second Class Independent Medal, 32 First, Second, Third Class Labor Orders, more than 250 certificates of merit from the Prime Minister, Ministries and international organizations in projects of hydropower plants, transmission line projects, etc.
Currently, key consultancy projects are being implemented by the Company include: Hoa Binh hydropower extension project, Ialy hydropower extension project, Tanahu hydropower project in Nepal etc.,; 500kV Monsoon - Thach My Transmission line (FS - part in Lao territory); 500kV Lao Cai substation and connection transmisison lines, 500kV Central – Krong Buk Gas Turbine T/line, 500kV West Hanoi – Vinh Yen T/Line, 500kV Bac Ninh substation and connection, Preparing FS reports of O Mon 2 LNG project, Quang Ninh LNG project; consulting and supporting the Employer to manage the contract of Quang Trach I thermal power plant; Preparing Technical design report for all components of Nhon Trach 3, and Nhon Trach 4 LNG thermal power plant projects.
In recent years, along with the development trend of the world, PECC1 has focused its resources on renewable energy sector with more than 135 projects having total capacity of over 21,000MW with a significant contribution of PECC1 engineers. Typical projects include:
- Supporting the Ministry of Industry and Trade (MOIT) to complete the legal framework on electricity and renewable energy within the framework of the project: "Renewable energy and Energy efficiency" (4E) jointly implemented by the MOIT and the German Agency for International Cooperation (GIZ)
- Performing Project management consultancy of 2 wind power projects: Ia Pet – Dak Doa 1, 2 (200MW), helping the project meet schedule to enjoy the FIT price mechanism of the MOIT; Preparing the Technical Design of Ca Mau 1A-1D wind power project, etc.
- PECC1 is also a pioneer in designing waste to energy power plants and participating in important stages of projects such as: the most modern Vietstar Waste to Energy incineration power plant in Vietnam in Cu Chi, Ho Chi Minh City, Southeast Asia's largest Waste to Energy incineration plant in Soc Son etc.
- Currently, PECC1 is being entrusted by EVN to prepare a research report to assess the possibility of developing offshore wind power the Northern coast.

Commitment to cooperation – heading to the future
Speaking at the 2022 AGM meeting, Mr. Nguyen Huu Chinh, General Director of the Company, said that in the coming years, the company will further exploit traditional markets as well as new market sectors that have a lot of potential for strong development, simultaneously focusing on renovating management mechanisms, improving consulting competence to meet the increasing demands of Clients and Employers. The company will also continue to expand domestic and foreign markets, seeking, developing sustainably, enhancing brand value and professionalism, and modernizing construction consultancy fields of energy, industry, technical infrastructure and focusing on development of resources to prepare for implementation of projects in the Power Master Plan VIII.
In addition, PECC1 is also implementing the task of digital transformation based on EVN's Digital Transformation project under Resolution No. 68/NQ-HDTV dated February 17th 2021. The Board of Directors of the Company has actively mobilized resources at the unit to effectively utilize and apply digital transformation to production and business activities to bring benefits to Clients, employees, shareholders and for the country.
With effective solutions for Clients, adequate compensation mechanisms to create opportunities for fair development for employees, building corporate culture through team-building, sport and cultural activities to bond employees and increase investment value for shareholders with sustainable development strategies, this is the operational guideline that PECC1 focuses on throughout the company's history.
