
The ceremony was attended by leaders of Central ministries and agencies, EVN leadership, the Power Projects Management Board No. 1 (EVNPMB1), representatives of government authorities, partners, financiers, and contractors involved in the project construction. EVNPECC1—the project’s key consulting unit—attended the ceremony with a delegation led by Mr. Nguyen Huu Chinh, Chairman of the Management Board.
COMPLETION OF MAIN PROJECT COMPONENTS IN ACCORDANCE WITH THE APPROVED DESIGN
By the time of the inauguration, all main project components had been completed in accordance with the approved design, including the headrace channel and intake; vertical shaft, headrace tunnel and drainage tunnel; penstocks; powerhouse and tailrace channel. All components fully meet technical, quality, and structural safety requirements.
The installation of hydro-mechanical and electromechanical equipment, together with testing and commissioning activities, was carried out in an integrated and synchronized manner. The instrumentation system has been operating stably, ensuring adequate conditions for safety monitoring and assessment during operation.
Previously, on December 17, 2025, the State Inspection Council unanimously approved the results of the completion acceptance of the Hoa Binh Extension Hydropower Plant.
THE BIGGEST-CAPACITY EXTENSION HYDROPOWER PROJECT IN VIETNAM
The Hoa Binh Extension Hydropower Plant Project, with the Client of Vietnam Electricity (EVN), was approved by the Prime Minister under Decision No. 389/QD-TTg dated April 11, 2018. This is a special-grade project with a total installed capacity of 480 MW, comprising two generating units of 240 MW each.
The project is located on the right bank of the existing Hoa Binh Hydropower Dam and shares common components such as the reservoir, main dam, and spillway with the operating plant. The construction site is characterized by extremely constrained conditions typical of hydropower projects, with steep mountainous terrain and significant depth. Notably, the project includes tunnels with the largest diameter currently in Vietnam, excavated through areas with highly complicated geological conditions.
PERSISTENT EFFORTS THROUGHOUT PROJECT IMPLEMENTATION
Throughout the five-year project implementation period, EVN’s leadership repeatedly acknowledged and highly appreciated the dedication and strong sense of responsibility demonstrated by the Client’s representatives, consulting units, and contractors, despite complicated construction conditions, stringent technical requirements, and strict safety standards. Among these, EVNPECC1 played a pivotal role in consultancy services, comprehensively undertaking all tasks ranging from Feasibility Study preparation, geological investigations, technical design, detailed construction design, to consultancy for contractor selection and equipment supply. The technical solutions developed by EVNPECC1 were thoroughly studied and strictly complied with requirements for structural safety, system integration, and the long-term operation efficiency of the power plant.

EVNPECC1 RECOGNIZED FOR OUTSTANDING ACHIEVEMENTS IN THE PROJECT
In recognition of EVNPECC1’s outstanding contributions during the implementation of the Hoa Binh Extension Hydropower Plant Project, numerous collectives and individuals from the Company were honored with awards at the project’s inauguration ceremony.
Specifically, the Vietnam General Confederation of Labour presented commendations to Power Engineering Consulting Joint Stock Company 1 (EVNPECC1) and the Hydropower and Renewable Energy Consulting Center (HREC), and also awarded outstanding individuals, including Mr. Nguyen Van Binh – Deputy Head of Project Department No. 2 (HREC), and Mr. Ho Minh Long – Deputy Director of the Investigation and Laboratory Testing Center.
The Vietnam Electricity (EVN) also commended individuals from EVNPECC1 for their excellent performance, including:

- Mr. Nguyen Xuan Quang – Deputy Head of Project Department No. 2 (Hydropower and Renewable Energy Consulting Center)
